Don't know if you are still wanting this information but the BEST halloween stores with the largest variety of costumes and accessories is a local non-chain family owned company Halloween Fun shop, they have 3 locations in the twin cities. In Ridgedale Mall (next to sears) at Arbor lakes in Maple Grove (next to Ultimate Electronics) And in Champlin, MN (this is by far their biggest location! The staff is fun, and friendly, they will spend time with you helping you find the right costume, and they let you try them on while you are there! These people love what they do, and they are busy!!! But they enjoy working with their customers, some of which have been shopping with them for 20 + years.
